The transitions settings menu option from the program panel is not working

Symptom:
When the user tries to access the transition settings option from the right-click option on an object in the Program Panel it will not open the settings menu.  This also occurs from the transitions settings option in the Properties drop menu on the object. 

Possible Cause:
Root cause is not known but the settings menu is not opening as expected from this shortcut.

Possible Solution:
The user can still access the transition settings on an object from the object Display Properties menu.
Right-Click > Display Properties > Transition
