Video Devices show the controls for tuner and channel but are grayed out

Items in the Videos Devices section may show all possible control features but will be grayed out if they do not apply. 

For example, a USB Web Cam does not have a tuner or alternate inputs (S-Video, Composite) so the tuner, input and channel selection in the device setup will be grayed out. 

This is normal and expected behavior.
